first time buyer for flat,need suggestions

Dear all:
I am new to this site but found lots of great suggestions. I am living in cambridge now and planning to buy a flat ( can not afford a good sized house).
Now I found 2 flats which are next to each other in different buildings. Flat 1 is on top floor with 2 bathrooms, slightly bigger than flat 2. It is built 3 years ago with 121 year lease. The good thing for flat 1 is that it has a lift and gas central hearting (flat 2 use electri). It is top floor with 2 bath and lift. Of course flat 2 is 10,000 cheaper (making it around 200k )than flat 1. Flat 2 is on first floor with no lift, lease hold for 89 year only! (99 since 2000). and it was built 7 years ago. It is much older than flat 1.
However, I checked that the sevice charge+ground rental for flat 1 is 1400+300, however, flat 2 is only 850+150.
Why the service charge is so much different? Just because flat 1 has a life and underground parking? Can anyone tell me if it is worth to buy? Or does it difficult to sell later?
