HMRC - can they just increase their fees?

Hello,
I have to register for Money Laundering Regulations in my new business. I downloaded the form from HMRC website last week and the price quoted and automatically entered for the registration was £95.00.
On Friday, I received a letter from HMRC explaining that my application had been received but would not be processed untill I paid another £25.00 as this service cost had been increased.
Could someone please advise my statutory rights on this?

The rate has been £120 for some time - certainly since November 2009, which is when I last paid the yearly fee. It actually states this on the "how to register" page - see
http://www.hmrc.gov.uk/mlr/getstarted/register/how.htm#5
under "paying registration fees"
But the form you fill in on-line was created in 2008, and last updated in August 2009, so maybe that was before the increase, and it hasn't been updated to auto-fill the correct amount?0 -
