Just in case you are interested. I withdrew money in Germany in several occasion:

So conclusion Cumberland BS is suing VISA wholesaler exchnage rate, no foreign loading fee, no cashwithdarwal fee.

I am aware that I need to use the VISA instead of OANDA but the diffrerence is very small (if any). Also because I forget the website where to see the VISA wholeseller exchane rate.

So good news for those who has Cumberland BS debit card.
It is the best way for overseas cash withdrawal.
