Fence for my garden

I would like to have a metre high fence installed to enclose my garden. I would like to have a bit of privacy, but cannot put in a tall fence as my deeds do not allow it
I live on a very windy corner and so I think i would prefer a picket type fence rather then the panel type..
I don't have much money to spare so would like to get the most cost effective solution.
Are there any fencing experts out there who could give me some advice on the types of fencing and approximate costs.
(I can't do it myself and don't have anyone reliable to help me)
