Bank Account for Tenant

One of my tenants wants to set up a basic bank account online (for LHA/HB to go in)
What is the easiest and quickest account to get - online?
She does not need an o/d or any credit facilities - just a simple account for money in and money out that will accept credits in from Housing Benefit and she can then draw from hole in the wall.
Someone mentioned Halifax Easycash account - any others?
