Any mileage in either lagging the pipes with foam insulation to dampen the vibration, or adding extra pipe clips with some dampening material (foam, cloth) between the pipe and the pipe clip?

I suppose so but I would rather find out the root cause than mask it. Well next door is going away tonight. If it continues to happen when they are gone, then it is not some sort of effect from them.
