Not clear what you are saying, but I think you are saying you have no longer got the key, the fact that you need anew one rather than using your spare would infer that you may have lost the master key, which is used to reset the ECU so other keys can be programmed to turn off the immobiliser.

Your insurance will not go form £450 to £2500 after a claim for a new key, unless there is some other circumstance that you haven't mentioned.

You appear to have given authorisation at every point so would doubt they have done anything illegal, if you don't pay the bill they will technically own the van, by declaring a right of lein on it, until you pay the garage the van is theirs, they even have more legal right to the vehicle than a finance company.

If you are using the van for work then pay the bill and get your working van back, the van was not earning you anything when it was broken, the longer you argue about the cost the longer you will not be earning money.

I have been in this position when I ran a garage in North London, I never lost a case, and as a minimum I would remove all the parts I had added to the vehciel and return on payment for my labour, if the issue continued I would charge storage and eventually sell the van legally to mitigate my losses.
