bailiffs fees

Following the recent publicity about bank charges, and learning about the law about regarding excessive charging for services, can anyone tell me how it is that bailiffs charge hundreds of pounds for filling in a name on a pre-printed notice, and for any brief visit to check situations?
I am being asked for £306 for less than 5mins on a double yellow line, which was quite safe, and used to go to a specialst chemist. I have very little income being in recovery from breast cancer, and told the bailiff this. I said I would ask family for help, but they cannot (quite literally). I have nothing of value except the car which I need being in the countryside, and looking after my bedridden mother in my home - it seems likely that if I cannot raise the money they will take the car. I would be grateful for any advise, esp if someone can tell me how to contact Martin with queries like this! Thank you! Penny

When did you get a parking ticket? Who was it from? Why didn't you pay or dispute the ticket (assuming council issued) before it got to the bailiff stage?0
