5A Juntion in cupboard?

We have a small cupboard which has a wire coming from the ceiling with a 5a junction box attached. I assume its all live as when we looked round the house it had a freezer in there. How much would we expect to get this turned into /connected to a normal plug so we could put our freezer in there for?

It would need to be removed and then replaced with a twin and earth cable and connected back at your consumer unit or from an existing cable which is already running sockets from it.Estate Agent, Web Designer & All Round Geek!0

Perhaps the OP could tell us more about what they actually have. Pic might help.
