I got stung with this too! To the tune of £40!
This is a scam - they have your cash to do what they like, and then charge you for the privilege!
Couldn't agree more with purplepardalis above - they have your email, so why can't they just let you know about this inactivity. They're happy to send promotional emails, but not ones that HELP the customer.
On the other hand, paddryg agreeing with the fee, when as I say they've got the use of your cash when you're not using it, seems bonkers. And if they want to ditch you as a customer, why don't they write to you or warn you that the fee will be applied.
BTW, I did get a 50% refund after emailing them. I took out the card in July 2009 and the T&Cs do clearly state the £2/mth fee, as well as the user guide - so once again, it does always pay to read the small print.
So it's completely your fault. How is it a scam?

I have one of these cards, I'd planned to be using it within the timeframe but due to illness had to cancel a trip. But I was going to be using again shortly, though after the inactivity period. It was a case of working out it would cost more to pay the monthly fee, that is stated in the T&C, or to take the hit of the cost of withdrawing the cash that was on it allowing for the conversion fee.
They can be inconvient if you aren't going to travel much, it's a case of being aware of what you've not spent. Same principle as taking out a cheap credit card and remembering to transfer when the deal ends

Because in this day and age, personal responsibility has all but gone for many people, and it's far easier to blame others than to admit to having made a mistake or error in judgement.
