Updating to photo licence

I hope some bright spark out there can offer a bit of advice with this strange quandary.
My OH still has a paper driving licence with his old address on it. Obviously he needs to inform the DVLA of the change of address and, consequently, upgrade to a photocard licence. He should have done this some time ago (I have been nagging him, reminding him about the law etc etc etc).
A while back he finally got all the paperwork together, with a passport-style photo, the paper licence and his birth certificate (full version), and sent it all off.
It all got sent back with a letter rejecting the application on the grounds that the birth certificate was not sufficient proof of his identity. No further explanation was given. They instead requested his passport.
Well, he does not have a passport. And doesn't want to pay for a passport specifically for the purpose of obtaining a photocard driving licence. Now to my knowledge, a passport is not the only valid form of identity listed by the DVLA (and there is certainly no legal requirement to possess a passport), so why have they rejected the birth certificate? I cannot see any reason why they should do this.
Needless to say, he gave up again and the paper licence is still out of date. Any ideas where to go from here? Should he just send the same documents a second time and hope he strikes lucky? Or is it possible to go into a local DVLA centre and get it sorted out directly rather than faffing around with the post?
I am getting a bit sick and tired of the DVLA, to be honest.

Was the photograph endorsed and signed on the back by an appropriate person who also filled in their details on the D1?0
