congestion charge penalty

Hi, I'm in a state of shock after receiving a £120 (£60 if paid within 14 days) fine for not paying the congestion charge in London. I drove to london on Sunday of the bank holiday weekend and left at 10am tuesday morning, parking in Bayswater. The hotel staff assured me that the CG didn't apply on weekends and bank holidays, and that you only paid for entering the CG zone, not leaving it. So as I entered at weekend I didn't think I had to pay. There are no signs that I saw advising you to pay upon leaving the zone. Have I any way of appealing the notice?
