Upstairs is theoretically better, but only if you are trying to get a signal downstairs that ia a reasonably (horizontal) distance away.
Otherwise, as above, it doesn't really matter that much.

If you have an old house like mine with plenty of brick walls it's better to get it as close as possible. I didn't think it would make a difference how your house was built but according to a tecchie friend it does!0

It matters as brick walls deflect the signal and make it weaker so it can't travel so far. Most walls make a difference to the signal, even plasterboard ones if they are silver backed.
