If you're on an ADSL service, you're getting up to 8Mbps.
If you're on an ADSL2+ service, you're getting up to 24Mbps.
So the product is performing as it should: you are getting what you pay for (up to XX). There is no guarantee of minimum speeds and very, very few people ever see the quoted headline "up to" speed.
You should however be given an estimate of line speed when you order, but it is only an estimate and is not contractual.
The same is true of Virgin's cable broadband, e.g. it is "up to", however because it isn't delivered over ancient phone lines the speeds delivered get very close to the headline speeds in the way that ASDL does not.
So no, I'm afraid the speed or lack of it is not grounds for cancellation.0
