Update: this does seem to be a monthly, if you scroll down to the bottom of the landing page, there are some previous winners, but not for every month I'll check back at end of Sept and see if there is anything for October.

Doesn't really say, part of the text seems to read like a one off, (one to give away this month) and then it says a winner will be displayed every 28 days.
