An unknown Parking fine from August 2008

Hi, I need some advice please.
I have received a letter from Bailiffs asking for payment of £308 (or goods to the effect for this amount) for a parking ticket which dates back to August 2008!
As no notification of a Parking Offence was left on our car at the time and no further letters have been received from our local council (Barnstaple, Devon), I had absolutely no idea that an offence had been committed until now.
The other annoying thing is that this has gone to Court in Northampton, again without my knowledge and I believe the Bailiffs are based elsewhere (Liverpool, I think!).
In the Bailiff's notice we were given 24 hours to phone and make contact, which we did, and he wanted to know if we could make the payment immediately £308+ (...Er..No!) or whether we could pay half the amount (...also No!). The Bailiff is phoning back next Monday (13th Sept) to see if we can raise some money then.
Apart from asking for proof and any correspondence relating to this alleged offence, part of me believes this to be a SCAM and I am at a loss as to what to do next. The Bailiff's letter suggests gaining extry to take goods and clamping our car, which is a motability vehicle.
Is all this Legal? :mad:

Urgent you post on pepipoo.com with all the information and copy of any docs from "bailiffs"
Whilst people here will help there are more able to assist as above. Have you contacted the council to see what its all about? Have you moved since August 2008? have you changed vehicle or not registered the vehicle for some time with DVLA?I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -

I am about to contact the council since a reference number is quoted in the bailiff's letter.
We have not moved since August 2008 but we changed our car in November 2009. Both our current and previous cars were through Motability as my husband is registered Disabled and both were registered with the DVLA.0 -
Ticket August 2008, moved 2008, sounds as if you got this ticket, maybe blew off the car and documents have been sent to your old address.
did you do a mail redirection to your new home.
DD in my house is going through more or less the same thing.make the most of it, we are only here for the weekend.

Did Motobility know your correct address soon after Aug 2008? Not a silly question. Are motoebility the registered keeper or do they register to you? Have you contacted motorbility to see if they have had any tickets? With council tickets the owner, not driver, is responsible so I'm not sure how they pass this on to you.Give all these facts to pepipoo as well.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

We have lived at the same address since 2004 and have had 2 Motability cars during this time - our previous car with the parking ticket issue and our latest car since November 2009. Motability are theoretically the owner since the cars are always returned to them after 3 years (or earlier). Will try Pepipoo later when I have scanned the document received.

Phone the council and ask them to confirm the address the Notice to Owner, Charge Certificate and Order for Recovery were sent to.0
