Store Voucher Querie

Hopefully someone can give me some advice please.
Me and my wife recieved £50 worth of Matalan vouchers off a family member for our newborn daughter last week. We purchased some items that came to £12 from a local store. When we got to the till we handed £15 worth of vouchers over and was told by a staff member, and I quote "If you don't use the full voucher you lose the extra money on it, as we don't give change".
We then took back a £5 voucher and handed over £2 cash.
We want to know is what Matalan are doing is even legal or will we lose our money if we don't have change next time.
I may be wrong but I thought a voucher is classed as leagl tender for the companys it's bought with and is vaild in full and if it's not exact we're entitled to our change(whether that be in voucher form or otherwise).
Any help would be gratefully appreciated.

As far as I'm aware they're well within their rights and this is quite common. Up until earlier this year I used to work in a well-known retailer and we had the same policy with vouchers.0
