Transaction blocked?!

I've just tried to buy something and the transaction is blocked via ebay (it doesn't get as far as paypal info) and I get the error message:
Transaction Blocked
We're sorry, but the seller of this item is unable to receive funds at this time.
It's a power seller - 99.9% positive feedback (and a few neutral, no negs), with 96 items sold this month.............. I am now quite confused!
Anyone any idea what that message means? Do I wait a few days and try again, or does it mean ebay is freezing their account or something?

same thing happend to me when i was fairly new to e bay seller had gd f/b was from asia and i was trying to buy football kit, anyway tried to pay few times over couple days in the meantime i e-mail'd him to explain he just kept mailing back sorry bla bla bla just e mail me your credit card number, in fact he was quite insistant, obviously i refused but was really worried i would be about to get my 1st neg f/b for non paying,but rather that than him try to steal off my card, anyway nothing ever happened i gave up trying and the seller v.quickly became a no longer registered user,seems a lot of people build up f/b for a while then this scam for a few days shut down and start again. 'my e bay' was showing still need to pay for one item for a while then it just went away on its own,

It won't even let me complete the transaction..... It's not that I'm new and confused - I just want to know if this means that there is action against the seller and I should be cautious, or if it's just a 'blip'. I've been using ebay for a few years buying and selling, and never come across this type of thing before!!:happyhear0

It could be a blip... or it could mean the account is limited (either due to something dodgy, or because he has reached a payments received limit)
Best to communicate with the seller before proceeding.My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -

This happened to me and it was the payment received limit (had to wait about a week while the seller went through Paypal's process).0
