Obstruction on private land and Police?

I am aware of the example of someone parking across a driveway thereby blocking someone from leaving the driveway, and they can be given a nice fine by a Police officer, or possibly worse towed away. However, in this example, they would be on the public highway at the time. I was wondering if the same rules applied where both cars were parked on private land, one blocking the other in, and therefore if the Police were called they could slap a fine on the windscreen.

Also can anything happen if criminal damage occurs to the car that was obstructed later after being given the fine? (I am guessing this is down to burden of proof and whether they were seen doing it or not).

    I think it would depend on whether the private land had an entrance and exit which was normally used by the general public, making it public highway as well (albeit privately owned). I am sure I have read on pepipoo about public highway applying even to private land if the public can access it as a thoroughfare.

    So then I think the Police could issue an FPN for obstruction if you blocked a car in.

    And as for the criminal damage, I think the Police would investigate an allegation (supported by evidence of said damage) if there had been a witness, but otherwise I suspect they might just issue a crime number for insurance purposes but not be able to pin the damage down to a particular person.
