the burden is on the person asserting. The Council, in this case....much enquiry having been made concerning a gentleman, who had quitted a company where Johnson was, and no information being obtained; at last Johnson observed, that 'he did not care to speak ill of any man behind his back, but he believed the gentleman was an attorney'.0 -

There may be no way to appeal but you can at least try and get the right people involved in your case.
Did you get the name of the person you spoke to on the phone? Did you take down the approximate time of your call?
Then make detailed notes of what was said.
Then as I already suggested try and see the CAB first but if you have to wait along time for your appointment go and see your MP. MPs deal with housing and immigration problems a lot.
And in the meantime as already suggested by two other posters stop communicating with the council by phone do it by post.I'm not cynical I'm realistic
