    the burden is on the person asserting. The Council, in this case.

    Thanks for all your replies.I phoned the council and they said there was no way to appeal and that I would just have to pay what they had asked for.I asked if I could see the work that "I" had to pay for once it was done,she said she had never been asked this and would let me know!!! Asked what would happen if I didnt pay,would I be taken to court?She said the debt would be sold on to a debt collector!!!! The minimum I can pay a week is £3.This would take me decades to repay!!

    There may be no way to appeal but you can at least try and get the right people involved in your case.

    Did you get the name of the person you spoke to on the phone? Did you take down the approximate time of your call?

    Then make detailed notes of what was said.

    Then as I already suggested try and see the CAB first but if you have to wait along time for your appointment go and see your MP. MPs deal with housing and immigration problems a lot.

    And in the meantime as already suggested by two other posters stop communicating with the council by phone do it by post.
    I'm not cynical I'm realistic :p
