Distance Selling Regulations...

Hello,
Can anyone please tell me if the cooling off period in the distance selling regulations applies to eBay auctions?
According to eBay, it only applies to "buy it now" or "second chance" offers but I see no similar stipulations on the page businesslink dot gov which covers the current regs.
The reason I ask is that a camera lens attachment I won on auction is no longer required due to the lens I purchased from a separate seller becoming faulty (which I am hoping to also return).
The seller so far has been unwilling to refund the cost despite me offering to pay the handling fees.
