Streaming - watching YouTube etc

Got a problem watching the likes of YouTube. The video keeps pausing every few seconds.
I've tried Running Diagnostic Report on Norton.
It shows ! Inoperable Hardware Devices
Clicked on Run Device Manager
The DVD/CD-Rom drives opens up to TSST corp CDDVDW SH-S203B ATA Device
I double-click on it and the following message comes up This device cannot start (Code 10), Check for solutions
Grateful for any guidance.

It may be because your download speed is much slower than advertised. Do an online speed test.0

Could be that your computer specs anit good enough to have flash installed and run videos.
or. Your trying to watch videos in HD and your connection is to slow.0 -

Hi, I agree with this as well. Sometimes you might need to pause the video and let it load completely before playing it again. It sounds like something more to do with the speed of your internet connection.0 -

So far I've downloaded get.adobe.com/flashplayer, but no joy;
and done a speedcheck using www.broadbandspeedchecker.co.uk. Result is Download speed: 380Kbps and Upload speed 670Kbps
The problem started a week or so ago. I thought that perhaps BT had purposely slowed the PC down because I'd exceeded my broadband allowance for the month (10GB). I was hoping that on 1 September it'd speed up again.
Everything is working fine except viwing YouTube etc.
Any more ideas?

Result is Download speed: 380Kbps and Upload speed 670Kbps
It's slow, but the Upload is very high compared to the Down figure.
Something is amiss, you need one of the BB experts, is it the same when plugged directly into the Master socket?
