i was just thinking the other day,
what would happen if a buyer paid via paypal for an item,the seller withdrew the money then closed their paypal account before a chargeback was done by the buyer?
would the buyer still be able to claim anything back?
would paypal or ebay chase the seller?
just curious,as their could be a loophole in the paypal system,for dodgy sellers or fake item sellers?

I could be wrong, but I think there is a delay on closing paypal accounts... probably for this reason.My TV is broken!

Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
i have fallen foul of pay pal 3 times after paying money in to it for items seller has not bothered to send items opened various claims against people but if they have no money in their paypal account not a lot can be done although i am still waiting for at least 70 quid i have been paid a tenner and been told that they could not get anymore from the !!!!! account
sorry for bein bitter and twisted about this but ebay and paypal are the !!!! stains on the underpants of mankindT&C APPLY0 -
Paypal operate the same as credit card companies and the account remains active for reversed payments and continous credit payments for as long as those payments can come through, so the OP would not work. If you close your account and 6 months later a paypal payment is reversed paypal would contact you and tell you that your account had a negative balance, and that you would need to clear it again.
Paypal are notorious for using heavy handed tactics, they have been warned by the financial institutions that they use debt collectors too early in the process. If they can't recover funds from you then the debt, plus debt collection fees will be placed in your permanent credit file and will show up as a bad debt whenever you try and get credit in the future.
AS I mentioned earlier credit card companies work exactly the same way, if you set up a continous credit payment on your card for goods you can't then close the account to stop your liability. You won't have access to your account, but payments can still be due and you can be chased for the debt.

In future back your paypal payments with a credit card as you then have a guaranteed fall back position.
Lastly, if you don't use paypal would do you consider a safer method of payment to use instead?
