Incapacity Benefit-National Insurance Credits?

I was not entitled to IB payments as I did not pay enough NI in the three tax years before I made my claim (2008). I have been awarded NI Credits to my National Insurance Record for the last two years and am still getting them.
My question is, when will I be able to claim IB payments?
Does it make any difference that I have had my severe disability from birth and have been incapable of work before 16, but I was not living in the UK at that time. I know there is an exemption for IB since youth where there is no requirement to pay contributions.
Will my medical records ever be enough to show that I should be receiving payments under the youth exemptions?

The basic IBY conditions are-
If you haven't paid enough National Insurance contributions
You may be able to claim Incapacity Benefit even if you haven't paid enough National Insurance contributions if the following apply:- you're aged under 20 (or 25 if you were in education or training at least three months immediately before turning 20)
- you've been sick for 28 weeks
- you're present and resident in Great Britain for 26 weeks in the year before you claim
