Who is responsible for ceiling collapse?

I am a Landlord with unfortunately no insurance (I do have on my other two properties, this was a complete oversight by myself).
I have a factor who is responsible for the maintenance of the whole building (12 other properties). I have recently paid them for works on gutter cleaning etc.
My letting agent contact me today to inform me that the ceiling to the groundfloor kitchen (the one I own) has collapsed due to water pouring in from the blocked junction box of the downpipe that runs outside the building.
My letting agent has informed me that what she describes as a tree has grown out from the building which has caused this problem. Do I have a case agasint the factors? Should I also let the letting agent find a builder to replace ceiling or can they rip you off? Am I better to find someone myself? I live quite a distance from the property so do not know if it is just as good to get the Letting Agent to do so.
