No. The "Taxation Class: Disabled" means its a disabled tax disc0 -
It will say on the disc what the taxation class is. There are not many PLG vehicles that qualify for NIL tax class, only stuff like the Prius, polo bluemotion etc.
Vehicles like tractors, fork lifts, purpose built yard shunters etc will be classed as "plant" and may qualify for free tax.
Pre jan '73 vehicles are classed as "historic" and pay nil.
Ambulances pay nil.

Just picked up my new car yesterday and it has NIL tax rate. Its a Pug 1.6 diesel auto with emissions around 130gm.
This is part of the governments initiative to encourage the purchase of cars with lower emissions, it will be this rate for the first year then it will rise to £90 for each year after.
Stu is right,new cars registered after 1/4/2010 are subject to a "showroom tax." The dealer will pay no tax for low emission cars even though they might cost you £35/£125 to tax it in 12 months,so the first disc will show nil cost,but if you buy a high emission car the dealer will have to pay for example £550 to tax it for the first year even though it will only cost you £210 (I think) in the second year.0 -

No mention of plant on our fawk trucks, simply nil tax.
