Heated Towel Rail - Electric

Does anyone know if you are using a heated towel rail on electric only (with an element) do they need to be filled with water or are they oil filled? I purchased it as electric only and the heater and element came separately with no instructions as to whether to fill with water - seems to me they obviously need to be filled, but can anyone clarify?
