New Joint tenant to a council tenancy

A friend of mine is offering to add me to his council tenancy. He has a 2 bedroom flat in a tower block.
How easy will that be ?
Would it make a difference that I am on IS ?
And in the future, if my friend decides to leave, (he has hinted that he is considering getting a mortgage) can the council evict me from the property, even if after a year or so ?
Would it be better to just keep the tenancy in both our names if he leaves ?
My main priority, is because at the moment I am on IS, and soon to be made homeless, and this being London and I having no children and being separated, it is impossible that I will ever get a council property !
Any hints or advice ?

Whether they will allow you to be joined to the tenancy as a non family member will depend on the council involved.
