You could certainly raise the matter with your Landlord.
But I'm pretty sure the Landlord, after having taken the effort to organise and pay a contractor, will construe it as you kicking up a huge fuss (which is what the other posters have have tried to suggest to you).
Having now gotten under each other's skin, whether by misunderstanding or not, it could have knock on effects for the rest of your tenancy, do you think your Landlord will go out of his way from then on to improve the property for you? Do you think he's more likely to be flexible if you get into rent arrears for whatever reason, do you think he'll be flexible if you needed a few extra days at the end of your tenancy to move those last few boxes?
What everyone is trying to say, and you are taking to be "judgemental name calling", which it certainly isnt, is pick your battles wisely.

It would seem to me you need to sue the decorators as it was they that put the heating on.
I'm sure they are covered by endemnity insurance.0 -
When this happens, come back and provide the circumstances which led to this £200 bill and you'll receive advice.
Meanwhile be grateful you have a newly decorated kitchen.
Apologies, I assumed (perhaps wrongly) that the rules/guidelines governing the matter (is there any?) would be the same irrespective of the amount.0 -

Thanks - most balanced and useful comment so far. I have not mentioned it to the landlord and have no intention of doing so - but I would have arrived at that decision by myself as we are talking peanuts in terms of money.
I was only trying to find out by what means I could recoup the money back if I had to - there is a limit to how grateful anyone can be for anything

Whereas.... you have no course to make assumptions of what implications an extra £15-1,000 may have on our monthly outgoings - small problems for some are real for others.0 -
You can't recoup the money. You have no means of proving how much fuel was used..................

Only time I think you could justifiably ask that LL takes over utilities whilst you're still a tenant is in extreme circumstances.
LAs did try to make me cover the utility bills for rented house that flooded. Insurance had to finally tell them that they would be covered under LL policy. Heating had to be on 24/7 along with multiple fans and multiple dehumidifiers. Meter readings are needed before/after obviously as proof. LA were under the impression though that I should cover it. (Could bore you all to tears with the wrongdoings of that LA so best I don't get started eh LOL!).Inside this body lays one of a skinny woman
but I can usually shut her up with chocolate!
When I thank a post in a thread I've not posted in,
it means that I agree with that post and have nothing further to add.
