The report the loose wire to the DNO as a possible safety hazard and let them sort it out.

I would report the loose wires to the meter owner as soon as possible. The name of the owner will be on the meter "This meter is the property of ...whichever energy supplier". When they come out they should see if anything untoward is happening and you have done your civic duty in keeping all of the flat owners safe from a possible electrical fire.

  • Report it to the DNO, they will be out PDQ to have a look at it. If it's a loose earth then you have no earth, if it's a bit of cable that has been used to bypass the meter then the other bit may still be connected and it's live.

I've seen a few bypassed meters.....if the whole load of the flat ends up on a thin bit of wire theres a real risk of fire, the blown fuse may be the result of them short circuting the wires when they bypassed the meter in the first place. DO NOT pull or play about with the cables: there is a risk of a flashover, a big bang and molten metal flying round may result.
