Pet Insurance

Recently had a Pet Insurance claim that was ongoing for 8 weeks. Paid my Excess and vet sent in claim form after initial work. 8 weeks later vet submitted second claim form. Insurers (M&S) have sent me a £70 bill (via my vet) for another excess. Their reason was my Policy renewed during this 8 weeks and I have to pay another Excess. Seems a bit unfair, but they've got me by the knackers because if I go to another insurer they'll decline a Pre-Existing Condition. I've tried complaining, but M&S just say "it's in your Policy Wording that an Excess is payable during each period of insurance".
I have mentioned this to everyone (i.e. friends, dog walkers) and every person has said "No you must be joking".
So if my pet had suffered this illness 6 months ago I would have be £70 better off.
Bit cross with my vet for sending in the Claim Form so quickly, but he's really nice and doesn't know the in's and out's of my Policy.
Any suggestions?

Oh, I also took this Policy out 4 yrs ago because they had NO excess. I appreciate it's an annually renewable contract, but think it's wrong that I have to pay twice.....what sneeky clause to put in the Policy. I've heard some other insurers are doing this now.0
