Home Access Grant Free Laptop help

Hi,
Wasn't sure where to post this, but my niece had been given a grant to the Home Access Scheme where she could get a new computer for *Free*, so after looking through all the sites. We found that the best deal was with Bli Education for a laptop.
Now we used the max on the grant that she had and also paid towards it, but we've been having trouble in getting the laptop delivered as on their web site it states its in stock, but when we call them up they're stating that they're out of stock and don't know when they'll be in stock.
Now they're telling us that they've got a tracking number via DHL, but when we ask for it they say they can't give the tracking number as its for office use only.
After being on the phone for 30 minutes to 1 hour complaining as we haven't received the laptop after 2 weeks, we asked if we could get our money refunded and they told us it would take up to 4 weeks to be refunded.
Could anyone give any advice ??

Maybe it might be worth phoning the people running the scheme as that doesn't sound like very good customer service.
