Getting a budgeting loan from social fund?

I have recently started a new job and i was sent a letter from the jobcentre saying that i might be able to get a budgeting loan, i have rang the number on the letter a few times and i get put on hold for far too long without getting any answer. I just want to know if im supposed to do this over the phone because i have seen a form online which i can print out and give in at the jobcentre, if i ring them again then would they just send me the same form out? Also i know its a bit of a stupid question but how long would i roughly have to wait for this loan to get into my account if i am eligible?

Only people on means tested social security benefits can qualify for budgeting loans. Does that still apply in your case ? How many hours do you work each week ?
