Police point of view two - you brother is trying to be very clever and is covering up an offence or crime involving this vehicle by stating he has sold the vehicle.

Tell bloke to sod off. Don't worry about the V5 issue. In fact, to cover his backside, he only has to inform DVLA of a change of vehicle and that actually doesn't have to be via a V5. He can send a letter BY RECORDED DELIVERY with the registration number on.
To those banging on about the Police, A V5 IS NOT PROOF OF OWNERSHIP NOR PROOF OF WHO WAS DRIVING IT.0 -

Tell him to go away politely, the car is sold as seen, tried and tested and don't answer any more phone calls from him. Write to the DVLA apologising for the mistake and give them the time and date of transfer with as many details of the buyer as possible.
Tell him to fick orf, "impolitely"
No grounds to reject, OR, take 10% of him for the inconvieience, and sell elsewhere, totally justified :T:T:TI like the thanks button, but ,please, an I agree button.
