It's probably because your bank will always exhaust the chargeback system before looking to refund under s75 (which only makes sense as they're at an unnecessary loss). Without confirmation from caa that they won't pay (negative response letter) which they will provide, any chargeback would be rejected on that basis. Hope that all makes sense.
What you could try is asking for a courtesy credit on the basis that the claim has been submitted with atol/abta and a chargeback will be keyed. You would need to do this through the complaints department. State that due to the s75 obligation you will be contacting FOS and you should get the above outcome.
Although u have the s75 right its possible for the cc to just delay the claim until the letter is obtained anyway which wouldn't help you get anywhere any quicker.
