Looking for a car insurance broker, and putting a second driver on policy

I'm helping my mum look for car insurance at the moment. When I've been searching for car insurance for myself the last few years - a company has called me after requesting quotes on different sites online.
They're like a call centre, and they put you through to different companies they think will give you a good quote. Twice now they've got me my best quote by far.
I've been getting loads of quotes today, but so far they haven't phoned me!
Any idea who this company is please, so I can phone them myself please?
Also - I'd like to be included on my mum's insurance so I can drive the car occasionally.
I asked my own insurance if I could drive other cars with my policy, and they said they couldn't do it because I'm not 25.
The quotes coming back so far are ridiculous - more than doubling the quote. A couple of years ago my housemate added her 21 year old boyfriend to her insurance for £15. Has this totally changed now, or have we just been unlucky? I'm 23 and been driving for three years. If it's going to be that much, I won't bother - just would have been handy.
