Vista Basic: what are its limitations?

I’m seriously considering buying a netbook running Windows Vista Home Basic. If Microsoft won’t “downgrade” it for free to XP, will it be adequate for the following modest tasks?
Also, what major limitations does it have compared to XP?
- Internet access via 3G USB broadband modem
- Web browser windows and word processor up at same time
- BBC iplayer
- Skype video calling
- Webcam IM on MSN
