help with credit card debit

Hi please help, I have 2 credit cards, 1 with halifax loan amount approx £750 and 1 with lloyds/tsb loan amount approx £2000, every month i seem to only pay off interest and feel I will never actually pay off the debt. I looked on here and took some advise, i applied for a 0% on balance transers with natwest, thinking i could transfer both debts onto 1 card then make the most of the 0% intrest and really get on with paying off my debt, problem is it's been declined on the grounds off i will have too many credit cards! they don't get i want to chop up the existing 2 i have, i have just got off the phone from lloyds after talking to them about transfering the debts to a bank loan but that is going to work out very costly as they are going to charge me 24.9% in intrest (roughly the same as the credit cards!)
I'm now stuck and don't know where to go next, can anyone give me any advise please.
