consumer rights on unplaced order but deposit taken from credit card

On 1st august I had an appointment with a sales rep to turn up at my house between 12-00 & 15-00 he did not turn up.
On 6th August rearranged appointment took place for sales rep to have shutters fitted for my bay window. I liked the product & was told I had to pay £250-00 deposit for the surveyor to attend which I duly did.
On 12th August surveyor turned up did measurements & said the shutters could not be made due to the design of my bay windows.
A couple of days later sales rep rcalled & said he had spoken to surveyor & wanted to come round to discuss job as it could be done.
18th August Sales rep came & explained how it could be done, so I agreed & he arranged for same surveyor to attend on 26th August before 9am (delay due to surveyor being on annual leave).
25th August in the evening a message was left on my mobile which I did not retrieve till after 9am on 26th August as I was out on a spa evening where phones are not permitted & I looked at phone when got to work as it had bee turned off. This was after the failed arranged appointment. The message was from surveyor saying he couldn't do before 9am he would be there afternoon of 26th-while I am at work!
I called the company & spoke to the surveyor, the sales rep & head office & said I no longer wished to proceed & I wanted my £250 back. They say they can't refund as it is past their company policy 14 day cooling off period, I find this hard to believe as they are the ones who have caused all the delay & they claim the 'order' was placed on 1st August as that was when I paid my deposit, but they can't place an order as they do not have surveyors measurements to do so.

By the way they wanted to take a higher deposit but I refused!

What are my rights?
