Inadequate repair

My housemate's amplifier from his stereo setup recently stopped working, i.e. wouldn't switch on.
He took it to a local reapir shop, who replaced the transformer for £60. However when he got the amplifier home, it now switches on and works but the sound quality is very poor/tinny/quiet. He took it back once to complain about the service but their opinion is they fixed the original problem of it not switching on so they have provided the service asked. They say it works. I am not so sure!
My friend is now between a rock and a hard place as he's already shelled out £60 to get this "fixed", and further repairs elsewhere will end up costing him more than a new amp would have cost in the first place.
My question is, what should he be able to expect from the repair place? If he had known the amp being fixed but with poor sound quality would be the outcome of the original repair he would not have commissioned it. Advice please!

There could possibly have been more than one problem that occurred from the initial failure. By repairing the problem they were asked to look at, I suspect the shop has fulfilled their obligations.0
