i bought a phone off ebay, paid via paypal using my tesco credit card, seller never sent item and refuses to refund.
ive filed a dispute with paypal but its been nearly a month and they havent dont anything, im wondering if i can do a chargeback through my cc company, and if so how is it it exactly done.

Yes, you can do a chargeback from your credit card company. I should know, I got screwed this way - sent a phone out special delivery and then the person did a chargeback on me through his cc company (not paypal).
Call you credit card company and talk to them, explaining the situation. Usually they can help.
I dont know about Tesco's, but Barclaycard for e.g., had this purchase protection thingy in which anything you buy online in insured until it is delivered to you again loss, damage and theft.0
