Joint Account Address Change Issue

Last year, we moved house so I filled in a change of address form for our joint current account with (what was then) Abbey. I've been calling them up over the past few weeks because my wife's new card hasn't been arriving. The last person I called said that the card was going to our old address and that we have to submit two change of address forms. Is this right?! Why didn't anyone at the branch tell me?! I'm actually pretty sure that both of our names were on the form and we both signed it. Has anyone else had this happen? It didn't happen with another bank account we both have.
Of course, they won't talk to me about it because I'm not my wife. She will have to now call up, go to the branch, change the address, order a new card etc...
