Advice on Cas Convertors please.

My friend bought a netbook from cash convertors yesterday. She asked me to look it over for her to see what I thought. The netbook itself is ok but we discovered the plug/wire to charge the netbook has wires exposed. The wire looks like it's been chewed by a small animal. My question is should they have not checked this before selling? Do they have to have electrial items PAT tested before selling? Will my friend be able to get a refund because of the faulty/dangerous plug? Thanks in advance for any help.

think stuff from those types of stores come with a 30 or 60 day warranty ,assume they will either refund or supply her with a replacement power supply(if she likes the netbook then opt for the latter ?)Ex forum ambassador
