4028 is the code that your radio left the factory with.

It has either been recoded to a completely different number ...or your radio is locked due to too many wrong codes (If so leave SWITCHED ON ..UNDISTURBED until it resets)....or you are not entering the code correctly (Find here https://www.radio-code.co.uk )
