Internet Explorer cannot display webpage on my laptop

I keep getting message IE cannot display webpage on my laptop - Ihave troubleshooted the problem and it says remote devide or resource wont accept the connection. I am running Windows 7 Home Premium. Laptop is connected the internet through belkin router. Have tried restoring the laptop but that hasnt worked.
Desktop did have the same problem at the same time and when I rang virgin media he seemed to think IE was clearing my settings and now on the desktop I display a blank page and then go onto google. I have tried doing this on the laptop but no joy. Dont know what to do next or who to go to. Husband thought we had disconnected something on the laptop FN + ? but dont really know.
Any help please.

I can only get onto the internet on my desktop and not the laptop - I just get the same message -
I also dont know where to look for offline...0 -
I have had same problem with IE running XP and found answer was to use Firefox instead. To find out if you're offline click on File.Named after my cat, picture coming shortly0

sorted -reset internet explorer on laptop and are now using firefox. thanks for all help...0
