New neighbours in flat downstairs and cannabis smell

I live in an upstairs flat and someone has just moved into the flat downstairs. They tend to be quite noisy and doors often slam making the floor shake. Sometimes music is played loudly. Apparently someone had called the police onto him about the music (it was not us, I can only assume it is either the person in the other flat or next door) and the music has been quieter since. The other minor annoyance is rubbish placed in our bins which are clearly numbered.

But I'm not so bothered about the above (in fact I would probably still be asleep if WWIII broke out), my main concern is the strong cannabis smell that occasionally comes through to our bedroom and is in the hallway. As it does not seem to smell all the time I suspect they are just smoking rather than growing. My main concerns are that it does not smell pleasant, and I am somewhat concerned the smell may take to clothes and other people may think I smoke it.

The flats are let by a letting agent. Things that may be relevant in the terms and conditions state...

"Use of property: Not to do or permit or suffer to be done in or on the Property any act or thing which may be a nuisance damage, or annoyance to a person residing, visiting or otherwise engaged in lawful activity or the occupiers of neighbouring premises. Not to use the property for illegal or immoral purposes."

I would guess that asking them not to smoke it won't help as they have clearly already decided they want to smoke it and are entitled to do so. I would also guess that despite it being reclassified a class B drug the Police will be unwilling to take action against someone smoking it in their home.

Any suggestions other than air freshener? I'm not trying to be a spoil sport or anything, I'd be happy for them to smoke the strongest possible stuff and smoke it 24/7 so long as I couldn't smell it.

    i wouldnt be happy for them to smoke it , i lived in an upstairs flat while the guy downstairs drank and smoked cannibis, he set fire to the place twice started cooking then fell alseep, he was so out of it the firebridgade had to break in twice,

    I have the problem with downstairs neighbours - but cigarette smoke - and use Neutradol in the bedroom to neutralise the smell.

    We have two gel thingies on the bedside tables and a spray we only use when they just light up...

    Invite the local pcso round about something else and see if they notice the smell...?

    It's an offence to possess cannabis and an offence to allow premises to be used for its consumption. If the landlord/letting agency became aware in some fashion of its use and the place got raided they could also be liable if they hadn't taken steps to prevent it.

    That could happen with someone drinking and smoking normal cigarettes, or putting the cooker on and forgetting about it.

    Maybe tell them just exactly this as a starting point. Take their response as the starting point for your next move.

    If this is true perhaps the best way is to contact the letting agent. Even better they come around first Wednesday every month to check the fire alarm. I think they'll be so zonked off their head they won't plan ahead for this one month and the woman testing the alarms will smell it anyway so no need to tell them. They clearly don't understand what the numbers on the bins mean, lol. I suspect the tenant in the other flat will also be concerned if they smell it in the hallway.
