RBS far too slow

Back in June my MBNA balance transfer deal was due to end at the end of the month so I swapped and requested a BT to RBS.
CC & pin arrived and I thought all was well, then MBNA send me the latest bill, with interest.
No the happiest bunny in the world I pay off just over the minimum and blame myself for not swapping earlier.
Next bill arrives and likewise I'm still paying off MBNA.
Nothing is heard from RBS until last week when they send me my statement showing £0 with no BT showing.
I wrote to them giving them 7 days to respond askin why they hadnt carried out my instructions and have heard nothing from them.
Unlike MBNA who have kindly sent me my latest bill.

As I entered into the contract with them specifically for the BT and requested it at the application stage, could I have a case against them?

    Who did you speak to when you called RBS ?

    It was a letter, years of experience have taught me that call centers are a waste of time.

    Oh that's a shame, I've always found NatWest/RBS UK call centres quite competent, I must have just been lucky getting through to someone with a brain !

    Well I have to be fair to them.
    RBS have responded and said it was an error at their end offered to refund the charges incurred.
    I'm a happy bunny now as well.
