Internet connection problem HELP!!

In my new flat I have been connected to the internet via my network card and a wire that plugs into the phone socket.
This connection works (it status is fine and is recognised and a network)I can access msn messenger and updates are downloading.
However when i attempt to open a webpage it doesn't load and reports that the webpage could not be displayed.
So simply i have a working connection which allows updates to occur and msn messenger to operate. However windows explorer will now not load the webpages. It has worked before but all of a sudden it will not do anything

Is everything unticked under ie, tools, internet options, connections, lan settings.
Can you start, run, cmd
ping https://www.google.com

network card? for an internet connection? broadband or dial up
could you say a little more on how your modem is configured or perhaps its the settings on your network card
need more information really

Hey sorry for the lack of information - i'm not exactly a expert at computers. But i have now fixed the problem, it would seem that my anti virus decided to block the internet pages.
