changing apr on cards

due to a cut in wages we are managing our credit cards but only paying minimums each month so getting no where with lowering balances..is it acceptable to call a credit card company and ask them to lower your apr slightly if you are struggling to make ends meet each month?
would this cause any effect on your credit rating?

I would approach it a different way.

As long as you have a well conducted account I would tell them the rate of a competitor card (e.g. 0% for balance transfers) and ask them if they can offer you anything as you'd prefer to stay with them.

    Then take it from there.

It's probably more important to take a step back and have a look at your whole situation though. The Debt-Free Wannabe part of the forum can probably help you with that.
