Burning small video clips with menu to DVD/CD

Friend of mine wants to create a DVD or CD that can view video clips that he makes (~2 minute maths tutorials, etc).
He also wants to be able to create a menu of these clips so that a single clip can be chosen and watched on a DVD player.
What software, preferably free to inexpensive, can he use to do this?

I;ve previously used dvdflick, www dvdflick net (can't post links yet), which is free and should meet the requirement you described.0

Thanks for your help.
I've given him the links for him to try.
Basically he uses a Wacomm Bamboo? tablet with Screencorder to create his small tutorials, I believe they are either avi or flash flv/swf files, although I think he has the option of what type of video output.
He wants to be able to have a menu, preferably hierarchial, to select a single video and when it finishes, it comes back to the menu.
EDIT: So would it be better authored with a menu to DVD structure as I've implied above, or would a disc with a menu with the original SWF/AVI files still intact be better?
Considering the end user may use a PC or DVD Player.0 -

Considering the end user may use a PC or DVD Player.
That way it is a standard movie DVD that can be played by anybody who has a DVD player/PC/Console no matter what.Remember kids, it's the volts that jolt and the mills that kill.0 -
